TERMS OF REFERENCE: Procurement of Solar photovoltaic Equipment’s for TVET Institutions

Project: Zantchito - Skills for Jobs" Programme

Project Summary and Objectives:

The Employers’ Consultative Association of Malawi (ECAM) was established in 1963 under the Trustees Incorporation Act of Malawi. ECAM’s primary role is promoting, guiding, and protecting employers’ interests in labour, employment and socio-economic related issues.

ECAM is implementing the Zantchito - Skills for Jobs" Programme, this action builds a global objective to link skills development with decent jobs, as underlined in the EU Communication on Africa and European Consensus on Development. Of key relevance is the innovative approach in this action to reform TEVET programmes technologically (i.e. introducing climate-friendly technologies such as solar cell equipment in colleges as well as attracting women and girls/boys to be competent in installing and maintaining such technologies in solar plants, communities, and households.

One of ECAM’s roles in the project is to work with TVET Institutions and private companies to improve the demand-driven TVET system with social partners promoting innovative TVET training that accommodates current and future skills needed in the renewable solar energy sector.

ECAM is therefore seeking to engage a reputable firm to supply Solar photovoltaic energy equipment for five TVET institutions.

Tender Objective

The objective of this procurement process is to acquire high-quality and durable equipment tailored to different vocational training institutions. This equipment will enable students to gain hands-on experience and practical knowledge in their respective fields, thereby increasing their employability and self-reliance in the solar energy sector.

Scope of Work

The selected supplier will be responsible for the provision, packaging, and timely delivery of equipment, which may include:

Expected Outputs

  • Supply and delivery of vocational training equipment’s to the five TVET center in Malawi.
  • Verification and inspection of the items to ensure compliance with agreed specifications.
  • Handover of equipment’s to the TVET administration and relevant stakeholders.

Profile Sought

  • A very experienced supplier in handling TVET equipment.
  • Extensive knowledge of solar photovoltaic equipment.
  • Sound understanding of the Malawian Labour laws and regulations
  • Proven record in the energy sector and in relation to TVET.
  • Strong network and experience in the TVET industry

Time frame and Remuneration

  • The exercise is expected to take 3 weeks upon signing of contract.
  • ECAM will not reimburse any expenses outside of the flat fee agreed upon.
  • Payment will be made after delivery and installation of equipment.

Contract Administration & Tendering

The supplier will report to the ECAM Executive Director and ECAM Communications and Projects Officer.

Application Process

Firms meeting the above specifications should apply with a copy of their recent CV, Business profile, Quotation and three traceable referees. Submissions should be addressed to the ECAM Executive Director, P.O. Box 2134, Blantyre through hand delivery or email to recruitment@ecammw.com. The closing date for receiving bids is 4:30 PM on Friday  20 June, 2025. Late bids shall be rejected.
