Stakeholders Talks on Dual Apprenticeship System

The Chamber of Skilled Crafts and Small Business of
Koblenz (HWK Project) Germany in partnership with the
TEVET Authority arranged for a study mission to
Rwanda in September, 2021 and some of the learnings
and experiences were shared to employers and
academia through a half day meeting in Blantyre.


On 29 October an extended meeting of the Public
Private Skills Development Forum (PPSDF) took place
which included participants from the PPSDF partners
TEVETA, MCCCI (Malawi Confederation of Chambers
of Commerce and Industry) and ECAM (Employers’
Consultative Association of Malawi) and from
Technical Colleges and companies. The meeting
addressed the topic of dual apprenticeships and
focused on experiences with the dual TVET system in
Germany, Malawi and Rwanda.


In the opening remarks by Employers Consultative
Association of Malawi- ECAM, Executive Director
George Khaki who is also Co-Chairperson of the Public
Private Skills Development Forum, commended HWK
Koblenz for the technical expertise and support
towards organization of stakeholders’ platform to
discuss TEVET issues which he said is key for
improvement of TEVET in Malawi as it provides room for
interactions and communications

and assist relevant stakeholders in addressing and
responding to TEVET issues.


In his remarks TEVETA Acting Executive Director
Modesto Gomani said Malawi is expected to adopt
and review the trades that will be piloted under Tevet
Dual Training System.


“We had a successful and very informative trip to
Rwanda recently. We cannot just take everything
that is being done in Rwanda, but from what we
have learnt we will adopt and select models that fit
Malawian setting and also in line with the Malawi
2063 national agenda”, said Gomani.


Gomani said one thing Malawi has learnt is that
employers are already taking a huge part in
contributing towards the TEVET Levy of which that’s
not the case in Rwanda where Government is
responsible for funding TEVET.
Present in the meeting was also a delegation from
Germany Chamber of Crafts of Koblenz led by the
CEO of the Chamber Ralf Hellrich and his team who
also made presentations on the Dual VET and how it
is implemented in countries such as Rwanda and
Germany
